Berarti ada sekitar 300 orang yang ikut di signature campaign ini. Tetapi masih ada campaign lain yang pesertanya lebih dari 400 selain ini

Check and read their whitepaper, know about their team, what's their project. These are some of simple way how to know if a ICO would be scam or not.
If you feel something strange with their team or project by hearing it from some trusted people on here (with valid proofs) you must avoid that ICO

If you are saying time is gold, is it would be better if you wait until bitcoin hit $100,000 ? Better wait for a while rather than cash out some pennies. Although i'm not sure when it will be happens

I have same answer like you. Dogecoin will be falling deeper than now and it would be worth around 1-2 sats in the future. This coin doesn't has any good future or will be growing more than now. Dogecoin still lucky didn't got delisted from poloniex.

Their ICO will be begin on early October as stated on their main official ICO site and it will be running only in 7 days, so that's not on this 20th.
