You should blame the referees. Flopping will not work if refs can see it clearly. Refs are the worst today, not players. They even make the league soft so you won't see any hard defense now.
It's the league management first before the refs.  Refs are just following orders. If the league is letting the flops slide with just $5000 of fine then refs will somehow bite with players acting like they are Hollywood. I think this was exaggerated or got worse when Shaq was dominating the paint. They need a call for an offensive foul because no one can stop him so they use the acting style to sell it to the referees. Maybe Charles invented it.
