on the sticker it says it's less than 2000mw. so it could be anywhere between 0mw to 2000mw

why not just delete everything except wallet.dat and bitcoin.conf (if you have it), and let the client redownload the blocks?

Considering that current network capacity is something around 5.6x10^13, it only needs to be multiplied by 8 - which with current technology advancements doen't seems take too long - so that a new block can be found all possible time-stamps and nonce's are tested every second.

If you are talking about current power consumption of different parts of PC - no such software exist. If about whole PC - max = PSU max or am I missing something..
Well I've read that all software is dependent on what info the motherboard/components will feed to it. So you may be right no solution exists. There was one guy who I saw said he had a meter on his UPS that he used to see how much voltage was being used. That sounds like some solution. Perhaps the only solution would be to have a piece of hardware between the computer and the wall socket. it's called a kill-a-watt (although there are other products under different names that do the same thing). costs around $30.

tl;dr version: no, it's not good to have a torrent of the blockchain, because it leads to centralization (who to trust for the torrent?). Also, blockchain is updated regularly, so the torrent will have to be changed quite often, which causes it to loose all seeders.

transactions appear as soon as the client receives it (no confirmation needed), unless: - the client isn't fully synced with the blockchain (check status icon at the bottom)
- the client is fully synced with the blockchain, but was not online at the time the transaction was broadcast
otherwise, they take 1 confirmation to appear on the transaction list (assuming you have all the blocks).
