I also know that if total active masternode increase (double) in the same period, then the double rewards per block for masternodes will only keep the rewards for MN owners stable, which don't let them go, and in turn help to maintain the sustainability of the network, generally.
I guess this is the idea behind the scenes.

Of course, I agree that 60 seconds is not the fastest block time at the moment. Recently, lots of new launched coins have faster transaction speed than of Dogecoin, but I think 60 seconds per block is fast enough for real life services.
Real transaction speed (when you deposit and withdraw your coins) will partially depends on specific exchanges you do those transactions. Your coins might be stucked for hours, or days due to bad exchanges, which are not related to instinct transaction speed of Dogecoin blockchain.

Did you use the nodes in the OP, Parsa? Try delete all of your current nodes, adding the OP's nodes, then try resyncing your wallet.
