It doesn't work with 0 fee transactions:
"users can submit any TXID that includes a minimum 0.0001BTC/KB fee to ViaBTC"
it also doesn't work with not-standard tx that aren't propagated by the nodes (it needs a txid, not the rawtx).

I'm looking for a service similar to the one described in OP, but it seem's it doesn't exist.

purpose of p2p is that the "owner" of the game can't run out with money: all money pass form user to user, there is not a third party that hold's user's money.

There is no need to delay it, the game ends if nobody send money for 3 days, so don't worry, tomorrow you'll get the faucet payout and who wants can play.

This "ponzi" is only a test for my idea (https://bitcointalk.org/index.php?topic=1606900.msg16134410) of a p2p ponzi.

Basic ideas of this test:
- i'll take no fees
- we'll play with ridiculously small amount of money (<<0.01 $), in order to not get scam accusations ecc
- for this test we'll not use bitcoin, but a "play coin" (raiblocks)
- i choose raiblocks because:
      - it has no txfee
      - tx are very fast (few seconds)
      - it has a great faucet (https://raiblockscommunity.net/faucet/), you can use it to get some money to play.


Here is a scheme of the game:



the basic idea is that every player send money directly to the previous player, so the "owner" of the ponzi (in this case me) can't scam and keep the money for itself.

Rules:
- in order to keep the flow of the game ordered an clear, you can send money only after i say on the thread "round x is over. Next round is round x+1. To participate, send y rai to address [address]"
- if a player send an amount of money before i write the above message, his game is not valid and he'll not pass that round. The receiver can do what he wants with that money (return it, keep it, spend it).
- if a player send an amount of money different from the exact due amount, his game is not valid and he'll not pass that round. The receiver can do what he wants with that money (return it, keep it, spend it).
- the game will end after 3 days from the last transaction
