I don't think it has any sense because almost every alt is currently at low too. As we all know alts lose their value much faster than BTC. So I'm sure that we don't need to sell alts for BTC atm.

Yeah, it's a bit annoying that exchanges start to limit new registrations. I have my own vision about it. I think it happens just to limit a new wave of total market cap growth because of USA decicion about restriction of off-shores 1 March.

Yes, I have a lot of altcoins in my portfolio. Alts trading is a good income. But I also have a lot of coins which I decided to keep for several months/years as well.

I would not choose between these two exchanges. It seems to me that it is safer to trade on major exchanges, such as Bitrex, Binance. There are large volumes of trades and lots of coins.
