Satoshi hasn't been active for many years, it's likely he will never be active again. It would be completely out of character for him to start raining Bitcoin, as he never did anything even close to that. And even if for the sake of argument we imagine that he wanted to give away Bitcoin, how would he do that? People would immediately create bots and fake accounts to beg for as much BTC as they can. And the possibility of up to 1 million BTC flooding the market would cause a major crash, which Satoshi might not want to happen.
