Since Crimea is not connected by land to mainland Russia, a canal can't be constructed from the latter. What can be done to get the agricultural water? Reading through the comments it shows just how any decision is splitting people apart . The best thing they can do is burn the resources, burn the pipelines, sow the ground with salt, anything to make the Ukraine worthless otherwise the trouble wont end until they're slaves of one side or the other.
Even that won't help, as the ground would still be worth a lot for building NATO military bases right on Russia's border. And to answer your question, there was not much choice to begin with. Ukraine is an artificial state, built from incompatible regions, grabbed from other states (Russia, Poland, Hungary, Romania) each with its own dominating ethnic group, language and mindset. Plus during its existence as a state, it existed as a part of USSR, with tight economic and industrial integration with the republics, mainly Russia and Belorussia.

Is there any way to verify this information? According to the Russia Today, the death toll stands at 46, with only 16 identified so far. The Kiev junta says that the number of casualties is only 38. It's only the word of the local council deputy. It all depends on when the bodied of the murdered will start being extracted from the building. They are still kept inside.

200 billion roubles from the Federal budget are planned to be set aside for the construction which should be complete within 5 years.
The bridge is OK.... But what they are going to do about the water supplies? Already crops are getting damaged in the northern part of the republic due to water shortage. And there are no major rivers in Crimea which can be exploited for water. They said that drinking water is not a problem, yet crops might need to be abandoned this year. The farmers will be compensated from the state budget. Another military helicopter have been shot down by the Self Defence Forces near Slavyansk, according to news flash from Russia Today. But the Ukrianian army have inflicted severe casualties on the rebels and are rapidly advancing.
Note: The latest news is that 2 military helicopters (one Mil Mi-8 and one Mil Mi-24) have been downed with MANPADS. Crew from one of the helicopters have been caught.
