I must say it is not really working with the OP case.
I know what OP mean as I had same problem - because it depends on how your Web browser region is configured.
http://blockchain.info/en/ will work for a main page - but when you will click on any link (charts, wallet, anything else) it will change into your "region" language as it is configured in your browser.
You can also always change a link and place /en/ when you're at any blockchain.info site, but this isn't too good as it will work till you will click any link

What I did is I installed English version of Opera web browser

What is your web browser?? Chrome? Opera? Mozilla?
