I don't think upgarding Windows versions will delete any application data or data in your user folder, so the wallet file should still be wherever it was previously.

If you can't find the wallet file or you don't have a backup of it, then your coins are lost.

I didn't make anywhere close to 100 transactions.  Just a handful.  Therefore, shouldn't the same addresses and keys (that had any transactions) exist in all copies of the wallet.dat?  If so, shouldn't Bitcoin Core be able to determine from those addresses and keys, the most up-to-date bitcoin balance (and the same balance) for all copies of wallet.dat?
You may need to rescan since it may not rescan when you load an older wallet so it doesn't know about the transactions that were made after the backup was made.

As long as you still have backups that are more recent versions of the backup that you are deleting, yes, you can delete those. However you should still keep several recent versions of the backup in multiple places to be safe.

Why would the different wallet.dat files show different balances?  Don't they have the same addresses and keys?
No. After 100 addresses are used (including change addresses), a new set of 100 addresses will have been generated which are not part of the previous backup.

No, it goes in the Bitcoin datadir, the same place you got the debug.log file. You can find the path to the datadir by going to Help > Debug Window in Core and find the field labeled "datadir". By default it is C:\Users\<your username>\appdata\roaming\Bitcoin

Bitcoin Core 0.14.0+ uses more RAM than previous versions, so 4 GB is not going to work very well. Try adding the following lines to your bitcoin.conf file (if it doesn't exist, just make a text file and name it bitcoin.conf and make sure it does not have a .txt extension):

Then restart Core. This will reduce RAM usage so it won't crash.

Your transaction spends from a chain of unconfirmed transactions. It spends from https://blockchain.info/tx/27f39a7bda243532aa2dfb66568aa31ea8808cb92f4a1e6324c79aebd028e6a8 which spends from https://blockchain.info/tx/bf0383ccac311c87cfa4491e772236b0b61efe48f15d38de4d69679eb0dd0639 which spends from https://blockchain.info/tx/6109399a5cc0a3cfc9ab84187cc8eb16a998a888794d50c21e5877adf3d3d5ba. Your transaction cannot confirm until these three transactions confirm as well. However, all of these transactions pay a low transaction fee, only 105 sat/byte whereas the current recommended transaction fee is 240 sat/byte according to https://bitcoinfees.21.co/. Furthermore, two of those transactions have been double spent so if the double spending transaction confirms, then that transaction cannot ever confirm and nor will yours be able to confirm.

If these three transactions are not yours, there is nothing you can do except to ask miners for help and wait.

It means that blockchain.info has chosen to forget about your transaction. You should see that your balance is back to where it was before making the transaction. Now you can make the transaction again, but this time, include a higher transaction fee than what blockchain.info is recommending.

The default fees in older versions of Electrum are no longer applicable. You should upgrade to the latest version of Electrum so that you are always using the best fee and have more control over the fees too.

Yes. Contact whoever you think received the Bitcoin and ask them if those transactions are in their wallet.

Because it was accidental. The guy got his hands on a sample of the virus and began analyzing it. When he saw that it was making requests for a specific domain, as per standard procedure, he looked up the domain. He registered and sinkholed it when he saw that it was available, without knowing what that would do. Malware analysts will sinkhole unregistered domains as soon as they can so that, at the very least, they can track how widespread the malware is. Only later do they do other stuff with the domain and figure out what the malware is doing. The accidental part is that he did not realize that sinkholing that domain would prevent new infections from occurring.

Unfortunately no. You will just have to try to remember if you made any transactions in the past few days.

As a bitcoin newbie I thought blockchain.info's wallet was one of the safest choices.  What are better options?
Blockchain.info's wallet is one of the worst wallet choices available. You should use any wallet listed here: https://bitcoin.org/en/choose-your-wallet. All wallets listed there are vetted before being listed. Notice how blockchain.info is not listed. Read the descriptions provided and the descriptions of the ratings for the various security and privacy aspects of each wallet.

I recommend that you use Electrum.
There is also Bitcoin Core wallet (but if you don't mind downloading 60-ish GBs of data, and you may encounter a few issues as well).
The blockchain is actually at ~110 GB right now. However pruning can be enabled to save space on the hard drive. Pruning will not effect the time it takes to download and verify the blockchain though as the whole thing will still need to be downloaded and verified (i.e. bandwidth is consumed, but not disk space).

Was it too easy to shut down this malware? Should such a thing be suspicious?

Basically, he thinks that it was just a very poorly written anti-sandboxing thing.

The absolute value of your transaction fee is completely meaningless (especially the fiat values). What matters is the fee rate in sat/byte.

Your first transaction has a fee rate of 44 sat/byte. Your second has a fee rate of 10 sat/byte. Your third transaction has a fee rate of 402 sat/byte. The first two transactions have a fee rate that is much too low. The current recommended fee rate is 260 sat/byte according to https://bitcoinfees.21.co/.

Furthermore, your second transaction spends from your first transaction, so it cannot confirm until the first one does as well. Your third transaction spends from the first and second transaction, so it cannot confirm until both of those do too.
