If they (Fifa) have accepted Qatar as the host of the world cup, then these adjustments should be made and agreed in advance, without the pressure of trying to change things now so close to the event happening. In the case of Qatar, we are talking about an extremely rich and powerful country too, so FIFA has more difficulties in imposing "its rules", however, imagine the power of persuasion that they must not have exercised against South Africa, for example.
It's an interesting thing to watch from the sideline. I'm pretty sure they're having lots of discussions and debate with people in government. But having said that, Qatar also knew about FIFA sponsors, like Budweiser for example, plus all the previous world cups like the one in Brazil where they changed the law to allow selling alcohol in the stadiums. I think it will eventually happen, but Qatar wants to keep it as quiet as possible. My guess is that the sale of alcohol was one of the conditions for the world cup to be held there. There's just way too much money to be made there.

There are several countries in the GCC region, and laws related to alcohol varies widely in each of them. For example, in Bahrain and UAE alcohol is available 24x7 in specially designated areas. But that is not the case in more conservative countries such as Saudi Arabia, Qatar and Kuwait. Yes, but the thing is that FIFA is so powerful, that when it brings the World Cup to a country, they usually end up changing some of the local laws to make things happen. As I mentioned before, they changed the laws to allow the sale of alcohol inside the stadiums. My guess is that something similar will happen in Qatar.

Finally there is some good news to the football fans. Qatar will allow ticketed fans to purchase beer at the stadium 3 hours before the kickoff. But then there is another problem. The fans will be in Qatar for at least 1-2 weeks. There will be many fans who are likely to attend multiple matches of their country. If the matches are a few days apart, then these fans will not get an opportunity to party in between. What is the point in having one or two cans of beer just before the match starts? If I were a fan, then I would skip this tournament.
