I highly doubt that any change in the rankings would matter too much right now, not saying that it is impossible but it would really not matter. The team that is fourth in the league will not be able to do much neither, they are just going to conference league if I am not wrong, so it's not like they are going to win anything there.

It could be Alanya or Basaksehir and both would be terrible results. The sad thing is, we saw Galatasaray in europa and they managed to finish the group first and almost managed to beat Barcelona as well, and yet they are going to be nowhere next year, just the league which means lesser money and not that big of a change neither.

With current situation most chances Freiburg will be at fifth and Leipzig will be at fourth because now we have only one match left into competition and Leipzig is going to face Arminia Bielefeld which is clearly the worst team in current season and having no win last ten matches is poor from them with this all now Leipzig is clearly favourite and can dominant this game with now Freiburg is having tough game against Bayer Leverkusen which is already at third spot and at home they have no good record with few loses in last matches but most chances they will try their best for ending this season at high note.

For example, the highest paid one will probably be the airport and that could be done under 20 billion dollars, if you want to make it a bit smaller, and not luxury place you could get it done for like 5-10 at maximum and that it is the most expensive one.

Building one apartment costs anywhere between 100k to 1 million dollars depending on the building, sure you can build one for 150 million if you want, but why? Why would you do that?

So, basically this project could be done under 30-40 billion dollars easily, without a doubt and I am sure you can get it done for 20 billion if you cut corners from some things. Considering some of them will be sold beforehand and during the construction, I am sure it will cost half of that. Is that a lot for them? Yes. Is it impossible to do? No.

It is normal that chatbox would not be a great place to talk about any problems that you may have.
