I don't think they will pay 60 million € for him, Arsenal already signed Ben White with huge amount of money. They already have Bellerín but if they replace him Trippier may not be the one, he's older and he doesn't fit into Arsenal's future vision exactly. For Manchester United it's hard to get shirt from Aaron Wan-Bissaka so Trippier would like to stay in La Liga where he always play in starting eleven.
