Once withdrawals are enabled you will be able to withdraw your balance, currently they are in the testing phrase.

what I mean is, my balance is 10 mBTC, not 128

It would be better to have a trusted escrow hold the coins. You could easily run off with the coins without use of an escrow. Also, you can say you won't enter but literally I could say the same thing then use an address and buy a ticket or two, theres no way you can link someone to an address. Just some criticism in your idea, good luck to you.

Thank you for suggestions, I am willing to have an escrow to hold all the coins. Also, I will provide my current address that I use. I can if everyone wants, live stream the drawing of the RNG. If that does not help, I will ask around for the best and most trusted RNG used. Thanks

Hey miffman, I know that shipping is a killer for you Sad  Best I can do is offer to refund some if it's cheaper when I go to mail it (or the btc/usd rate is higher).  This turned out to be the case for some of the outside US ones I sent last time around so I was able to refund a little bit to some people.
