No, it's still not recommended to use blockchain as a wallet because it's an online wallet and you dont have full control of your private key unlike before.
But users have full access of its recovery seed, most wallet now is in HD wallets where they only offer its mnemonic seed due to the fact that it's hard to familiarize a private key while recovery seed is much more easy to understand and familiarize especially for these newbies. Even you are using 2fa on the blockchain it still not safe to use there are many people complain about their wallet and most of them are scam and security problem or hacked
Most the blockchain wallet complains about hacks, lost funds and scam are from newbies who doesn't know its basic practice on how to secure their accounts, while, on the other site, complains of its old users are its buggy platform, syncing issues, sometimes its inappropriate fees.

If a hacker got his seed and accessed OP's wallet then op would have received an email notification for IP change.
I'm not aware of this, I only get a notification when I'm going to log in with new IP, after I successfully logged in, received or send funds, but not for accessing the account using the 24 seed with new IP.

The site is on different language why don't you just use english as the primary language and just put some options to change to different language. Your publishers are only few. I mean, he's 88 years old, you can't expect to understand Bitcoin right away. After all, it took him years to understand Amazon, Facebook and Google. Bitcoin is another level. Give him more time.

OP never respond to any questions which is reasonable for such incident and I feel sorry for him, thats nearly US$ 20k funds lost. I have stored not that huge but I already use a hardware wallet.
So for you to learn, please use a hardware wallet to store your funds instead and store your 24 seed on a safe place, but please not on the cloud.

But mostly heard getting robbed by taking too huge amount fee for cross border transfer. You will hear some of the adverse criticisms from bank-people after this news or once btc price hike. Just wondering if those amounts are being sold or just simply being moved into other address?

Aside from too many faucets (just time though) and HYIP before, I was scammed also here, back in 2017, that was $1k from lending some sh*t. I wasn't aware of that trick, and that's the first time I observe even experience lmao. But the good thing is I get more than the amount I lost after a day from my services back there.

This website template is mostly used such scam, saw some reports with same trick and web template used by the scammer.
Lots of cases do people faces such scams like this in CT, either exchange or a gambling site. Only newbies get victimize and glad you ask first before doing something. It's obvious scam attempt, just ignore and block this friend you're talking for your own safety.

Did you try to import the address or the private key associated with the address?
How do you import an address without importing the keys first? I wasn't aware you can do that, the only way to import an address is by importing the keeps and sweeping. If I'm missing something let me know. It's possible, only as watch only address, which bitcoins cannot be sent from that address. This concern may be a syncing issue...
