i disagree with this quote. at least not for Google. if you have seen this before, they had lots of ads which were mostly scams. including phishing links to fake websites for bitcoin wallets, exchanges, ... and lots of scam ICOs. if they didn't ban them i would have been surprised. Yes, I could not place an official link. I agree with you, there were a lot of advertisements of deception and fraud in Google and early or later they had to pay attention to it.
