Nonetheless, I do not see it being able to totally control the movements of Bitcoin in one country since Bitcoin exists in the online world. Thus, total regulation is just downright impossible unless the Russian government will undertake to pin down all systems related to Bitcoin. 
The Russian government and take responsibility, this is something new. Russia never takes responsibility. It is easier not to recognize it, than to take responsibility for it
