Even a waitress does not require a request. The United States recruits jobs based on qualifications, not qualifications. So Biden's plan was a waste of time and money.

I think projects themselves are the problem. They don't make a good product and they can't generate demand from users, that's the problem. Their hunters only do what belongs to them, selling tokens to recover the money they deserve. It is the effort they put into working. To keep project value and anti-dumping, the bounty project manager and project owner should plan to provide some tokens available in the market chronologically. Another thing is that bounty programs anticipate the risk of hunters dumping, so they cannot be blamed entirely on bounty hunters.

I'm pretty sure Ethereum has the capability of this(because smart contracts). With bitcoin though? I'm pretty sure it isn't possible by default on the main chain, though available through an app made specifically for this(as odolvlobo said), and probably through second layer platforms.
We can wrap Bitcoin in other blockchains and execute smart contracts to make bitcoin payments automatic. While it is not easy for everyone to accept payment for something other than the original Bitcoin but this is the best and easy way right now.

Those are the two fastest trading cryptocurrencies I have ever experienced. Time to send money and receive money is almost instant.
Solana allows transaction speed to reach 65000TPS.
Lamden has a transaction rate per core of 4000TPS, if launching the full number of cores the speed can reach 100,000TPS.
In addition to the aforementioned two currencies, we have EOS, XLM, XRP and TRX which also offer high speed.
