I don't know about this newbie jail because I've never experienced it. but if this prevents lending threads or trolling by one day old users then my answer is "yes".
maybe modify it a bit/add some exceptions so that users that registered as a representative of their site can post right away.

I think it is considered illegal. I don't hate them, heck, I took part in some of those sites. but I will be really happy if these ponzi schemers get caught.
it would only be fair if Ponzi schemers get caught and you as well since "heck, I took part in some of those sites" you were part of the ponzi since you knew what it was. and you helped them commit fraud, IF THAT was the case, but since every single person that deposited btc in them knew it was a ponzi than it is not fraud. there was no promises of any return besides "if the next person send btc" do you see how technicality it is not a ponzi since every party involved knew what it was from the very start, there was no misleading information. sure, all parties —including me— are guilty because they knowingly took part on it honest or not, it is still a ponzi.

I think these ponzi threads are getting really out of control. I'm fine if there is only 2 or 3 of them out there, but there's like 10 new ponzi today only.
call me dumb or over-imaginative or whatever, but I think this might invite some countries to block internet access to this site. not to mention that leaving these ponzi untouched is going to leave some bad reputation for bitcointalk.

seriously, don't. any more than 150% will make a lot of people lose money, and I don't think that's good for your site's safety either.
