wouldn't the hardware wallet open up potential avenues for fraud where the fraudulent 'card' or hardware wallet looks legitimate at face-value, and people only realize that they've been defrauded when they go and try to initialize the wallet and it does not work?

With that understanding though, I refer back to my point of fraud. What, then would stop someone from selling the wallet to 3 different people where only one will be able to use it?
I would suggest reading through this thread. There's a lot of information from one of the co-owners of the company that makes them. In short, there is only one physical wallet so how could you physically give it to 3 people? The hardware wallet is contained in an NFC chip on the card that is encrypted. The balance can be verified using an NFC enabled smartphone. That's why you don't need trust, you can verify the card you have been given is funded.

Perhaps we have both misunderstood, but this is what my understanding is after having read through both the article as well as the whitepaper.
The use of the word 'notes' is what is causing your misunderstanding. Replace 'notes' with 'cheap disposable hardware wallets' and it might make more sense. There's still a blockchain transaction needed to fund the device and another one needed to spend from the device. You wouldn't want to hand over your Ledger Nano S to someone else to spend the coin stored on it because it is too expensive but that is the same principle. These are just cheap enough to pass around if you want. Or if you want to think of it in the same way as the physical Bitcoins although they have really become collectables rather than useful to spend.

I can't say for sure. All I can do is send an email requesting that wetsuit looks into unblocking it. He's away dealing with other things at the moment and I don't know when he will have time to look at the list I sent him.

TheQuin, you must take one thing into consideration. Using faucets can be very addictive and people become kind of automated (it's embarrassing, but I set an alarm every hour just to remember to claim and I know for a fact that I'm not the only one doing this). Unless you put clear instructions/rules on the site on how to behave to not get banned, people will be confused every single time the system decide to act against them and ban thousands of accounts. If bots are the problem then the system must be very restrictive, I agree, but it would be a lot easier for us, users, and for you, admins, if there's a set of rules we must obey to be able to use the faucet.
It's not that simple. That would just be instructions on how to program a bot. We banned over 100,000 accounts this time and less than 10 people were affected. I'm sorry for those people but we needed to get rid of the others.

That stats page you posted shows that you are winning. I don't see a - sign. The faucet is there for entertainment and a free shot at $200. Using it too excess is considered faucet abuse. We already gave you a second chance by unblocking last time.

First thanks for helping me when i got my account blocked a month ago (i have my fingers crossed to avoid it again) Secondly, thanks for helping and asking almost every question. Thirdly, im just thinking loud when i say this. Imagine you live with a wife, brother or similar. You play and remember the other person to do it. Each one uses different wifi and their mobile connection. There is no way to be sure there is not a person with a bot (althou i think its rare to have just 1 bot)
Im not asking to tell us how the system works and obviously you shouldnt and you wont. Im just wondering what whe can do to avoid asking you every 2 months to unblock the accounts (again i got my fingers crossed)
Who deserves 3 or 4 chances or everyone because they are fair players?
Finally i think the IP BLOCKED message should be ID BLOCKED just to get the user a real description.

If you're on different IP addresses we wouldn't even know you were a family. Changing the message would help me to know what the violation was quicker but that's all. If you don't want to get blocked then the best thing to do is go easy on the faucet. It's there for entertainment and the chance of a big win. If you try and max out what you can squeeze out of it, then that's abusive.

Abuse is subjective. That's why I'm requesting some of the very few people affected today are unblocked. Out of tens of thousands of accounts that were blocked in the last day I've only had 4 so far.

I did explain politely to this one and even told him by PM that I had requested his accounts to be unblocked. He then decided he wanted to continue trolling after I had done everything I could to help him.
