Or if still not try to mine on another pool like ViaBTC.

Why not use dumpwallet command it will export all of your private keys into a file and then open it with notepad and copy all private keys and export it to Electrum and let the Electrum sync. Now, after sync, you can sort all of the addresses with balances you can go under the addresses tab and look for balance just click it it will sort all addresses with balances. This looks like good software, why would you suggest this over minerstat or hiveos? Do miners report power usage? I don't see anything reporting power in my miners dashboard. Would the miners reported power usage differ from actual usage from the wall?
Awesomeminer has more features and tools compared to minerstat and hiveos and I never tested minerstat except for hiveos which is also a good software that you can able to monitor miners under their website. However, Awesomeminer have more feature to monitor miners that includes daily or monthly earnings and also support antminer APIs. About report power usage I suggest you read this "Power consumption and profitability"About the actual usage from the wall, I believe there is a slight difference because they only get the report directly from the miner dashboard through API.

The mobile version of Electrum has limited features, unlike the PC version where you can manually choose which UTXO you want to include in your transaction. If you don't have a PC and you only have an Android phone the khaled0111 suggestion will work by creating raw transactions using coinb.in and pasting it to your Electrum Android under send tab. Next time if you don't want to pay a large fee in the future I suggest you merge all of your inputs or UTXOs so that you don't need to choose only one UTXO and pay large fees. Not just gonna help but doing that. We helped to withdraw 35-40k already. Withdrawals are prohibited but trades are still work.. This allows to move funds from one account to another who can withdraw. There's the link for tg group in the first msg, there you can see screens, transaction ids etc.
I can't seem to find where you can able to transfer or move the funds from your account to another account. It's not the same as yobit that you can able to do that through yobicode and send them to someone or to your another account and redeem. So how can you help Russian people with your service? There are few threads about this exchange and they are known to suspend user's accounts or lock withdrawal and ask about a few personal information.
And most of the shitcoins are listed on this exchange not worth using this exchange and there is a big possibility they will end up the same as yobit.
So it's not a problem if they banned Russia from withdrawing funds. They can still exchange their coin for other exchanges and it's risky to trade on stex.

Why not use Awesomeminer to monitor the power consumption of each miner? Any PDUs should work you just need to use PDUs that support higher wattage.
And take note you dont need to use power surge protector you must plug your PDUs directly to the wall to get the best power.

Well, mine is 8GB ram is fine and I use GTX 1070 with the dual monitor to see and monitor the movement of the price and to open multiple charts and tools. You can also run a trading bot like Zenbot while opening multiple charts.
If you are looking for a setup with more than two monitors then you will need a graphics card that supports up to 4 monitors like a QUADRO graphics card. Take note if you are going to use more than 2 monitors it will eat so much ram and CPU so you will need a better CPU and higher ram to use 4 monitors smoothly.

You can try to change your miner from DHCP to static IP and add Google DNS or Cloudflare DNS. And about your new logs, it seems one hashboard was detected and two hashboard was gone? Don't touch anything physically if it is still under warranty only do software like resetting the miner or upgrading it to the latest firmware. Like I said above it might be also a PSU issue.
