I am not sure if other athletes were given the benefit over the Russian athletes on doping case but whoever is involved in this should be punished regardless of the nationality. Cheating and using unfair means is a sin in sports but giving undue advantage to players of certain nation is even a bigger sin.
Of course, any athlete who is caught doping, regardless of nationality, is penalized. I have never heard of athletes being caught and being benefited. What happened to Russia was that the government itself was involved in these cases and then the penalty went to the country. What the organization of the Olympic Games did was to accept that athletes who were not involved in this scandal could participate in the name of the Russian Olympic Committee, instead of being in the name of Russia. This might seem a little weird. But, I also believe that these athletes are under special attention, to avoid unpleasant suppressions. Doping regulations have changed a lot in recent years, but the incentives for athletes and teams to cheat still remain. This applies even on the entire national organizations. Olympic athletes are required to follow doping guidelines issued by the World Anti-Doping Agency (WADA). The WADA publishes a list of prohibited substances and oversees compliance with the anti-doping code. So, even though some national organizations are flagged by the WADA, this does not mean that individual athletes should be punished if they are not involved.

The rumours about a possible move to Chelsea for Romelu Lukaku have been increasing nowadays.
If that turns out to be true and Lukkaku really does join Chelsea, I think Timo Werner will leave the club. He's having a bad season and it seems like he can't cope with English football. In addition, he would then certainly only a supplementary player and no longer set. But such a young player must be set to be able to develop further. There is already interest from other clubs. To win titles, you need the right mix of different types of players. If Lukaku is available and at the right price, then Chelsea should make the move. But I believe in Werner's talent, too. Last time I checked I think the odds were somewhere around 5.5 - 6 for China to win the most medals. Not sure if anything has changed in the meantime, though. Summer Olympics history has been dominated by the USA. In the last six Olympics, the USA has won the most medals in five of them.

In fact, without having professional trainers, suitable places to practice, enough funds to improve, it will be very hard for players in such countries to complete, even the talented ones won't sustain a lot due to financial difficulties and sometimes costly self funding.. I always questioning why India the second most populous country in the world doesn't compete in Olympics games like Chinese are doing! 5 medals with 0 gold and 2 silver... Interesting question. If you recall all the sports in which I know successful players from India, then I can name chess only. Apparently this is due to the fact that chess is the cheapest kind of sport and historically India was a poor country. I think after some time, when the standard of living in India rises, we will see many different successful athletes from there. What about running (or walking, if you consider that a sport)? You can run anywhere and anytime without requiring any equipment or prior training. And what about football (not American)? Everyone plays football. You just need shoes and a ball. You can make goals out of just about anything you can find.
