IRC server is probably down again.
This coin, like many others, needs some "stable nodes" whose IP addresses can be coded into it as fallback IP addresses and some hostnames that can be coded into it then have their IPs changed to point at stable nodes any time the node they point at ceases to be a stable node.
Meanwhile you need the IP of a node that has its incoming port open, to add on commandline or in config file using addnode=##.##.##.##
In DeVCoin, we reward admins for running stable DeVCoin nodes.
Other coins lack reward structure thus have tended to lose their originally coded in expected to be 24/7/365.25 nodes over the years.

It's not novacoin network. It is its own network. They create a new network by only changing the irc channel ... all miners clients connect to it and know each other that way. Quite easy to create a scam money from nowhere. Grab the source code, rename all "*coin" to "yourcoin". Recompile. Done. Then your connection handshake works, you notice blocks do not match, and maybe disconnect each other as naughty nodes or kindly help each other get onto the longest chain, orphaning the other chain... (For example, someone runs NVC as well as the new clone both behind the same household router. Both connect to an IRC channel. Same IP address and port now appears in both IRC channels. Try GRouPcoin, it has adaptive difficulty but has never actually been stress-tested live. Jump on it drive the difficulty way the heck up then abandon it so we can see its adaptive difficulty in action. It uses the same adaptation as DeVCoin, so if it works for GRouPcoin presumably DeVCoin will also be fine. -MarkM-
