Can a scam IEO projects make it to popular exchanges with high reputation like binance? I think the answer is NO because binance will want to safe its reputation and when taking over a new project's IEO they will make sure that the project teams are real.
I think investors are the one who needs to be careful when choosing IEO projects from new exchanges or not very popular exchanges because when they get enough funds from IEO projects they can easily exist scam.
