Liverpool is definitely in the title race, what i like most about their title charge this season is how they have gone about it with little to no noise, at the start of the season everyone was looking at City and Arsenal only, and too many people were not giving Liverpool a chance at the title, maybe because of how bad they were last season. I think it is rather the exception than the rule that a team which is performing bad in the domestic league is one of the strongest teams in the Champions League.
