For now, it's likely that Manila will remain under GCQ for at least months or might be revert back to ECQ if the numbers of confirmed cases will still grow in the next few days.
I doubt GCQ would take that long to remain. Currently, we can see the number of positive COVID-19 increasing everyday hence by the mid June there could be an announcement that Metro Manila will shift back to ECQ and will begin again the 2nd wave of hopeless flattening the curve. Imagine we've been 3 months in lockdown now and most likely just staying at home and still nothing to ease the boredom.  Possibly it will happen but I doubt the government will think about that since declaration for shifting to ECQ is so expensive and the funds of government is draining due to the past ECQ's and lock downs. I think the government have plans for tackling up on how to get back those businesses in new format since if they will not do a counteraction for economy matters for sure all of us will get affected on worse crisis.
