Why didn't you assign an email to the account? And if you did, why didn't you lock the account with the new security feature?
Lots of problems with claiming that your account was hacked as it absolves you of responsibility. Thus people who want to scam can simply state that the account was hacked.

No problem, but it is not a big deal or amount. Its just 0.15 btc. 1K USD is usually considered a significant amount by most people. So i see no point to getting things complicated. It does not complicate the contest much more than just adding a secondary layer of security (maybe delaying payments by 1-2 days). Moreover this is not a signature or bounty campaign. If i will not pay that promised prizes, my account will tagged as red which i dont really want to. ... and? A member account is worth way less than the amount people are expected to lose if all the prizes on your contest are taken. Seems a bit mean, but this is how it is.

I know that buying accounts in general is strongly frowned upon. But if there's an inactive account with a username I like, and I have managed to contact the original owner through external social media, can I purchase the account? I will publicly state that I own the account, and don't plan to do anything but on that account. Something is missing here, did you mean to say you don't plan to do anything but own that account, or "do anything but ...post... on that account"? If you don't plan to use the account at all, what good does it do you? Might be a little confusing, but here's the likely interpretation of it: "don't plan to do anything but on that account" implies that Decoded will abandon their current account and move all activity to the new one. Correct me if I'm wrong, but that's the only way it would make sense given his post.

Having multiple accounts so long as it doesn't pose a threat to the forum's cleanliness in terms of scams and spam should not be a problem. Take hilariousandco & hilariousetc for example. He's not spamming. He's not scamming. He's simply using two accounts.
Decoded has a benign reason for having a second account and I would absolutely not expect anyone to send negative trust solely because of the alternate account.
