To my opinion;

If a person discover a service from service ann. Or from somewhere and introduce it in local forum by translating, he has to share his ref link in his post. But not the signature section coz we use that section for signature campaign.

In the same local forum, if another person opens a thread about the same service and gives his ref link then it might be accepted as a spam but not first ones.

So, in the local forums, it must be free to give ref link if the thread and service is new.

What about local forum? Everyone doesnt know english. What if i translate tue service in any other language and share my ref link ?

Dont remind me the rules guy. This is not my rules. This is moderators rules and i dont accept theese rules. If we believe the philosophy of bitcoin then we need to create new rules. Coz theese rules centralize but Bitcoin decentralize. Everyone needs to say  his mind aboutthe rules. Moderators just create rules,delete posts and ban users? Is that all you do? If you moderator you have to solve my problem

Before everyone in a thread or the entire site? You're unlikely to be the first person to post a ref link and if we allow per thread then everyone will just spam new threads everywhere.
Example ; i discovered btc-flow and started a topic with my ref link and non ref link. I deserve to share my ref link. Coz i discovered. But after me if someone tries to open a topic about btc-flow with ref link. It could be spam but not mine spam. But to me if someone want to share his ref link under my topic it s not a spam. Coz maybe people refer his link. This is peoples free willing . They choose every ref link what if they want or non ref link

That is exactly the reason you don't want to spam your reflinks. Gotta respect other users of the forum who couldn't care less, no?

Ref link is not a spam if i use it first before everyone. I can write ref link and non ref link so people choose what if they want. To me this is people choice not moderators
