Question: In what cases would staff report rather than self action?
Those labeled as "staff" can only act against newbies AFAIK. Thus they have to report like us mere mortals.
Not exactly. Staff are moderators who don't have a section or moderators who posted outside of their section. For example, in Meta, I'm displayed as staff, however, in the altcoin forums, you'd see my rank as moderator. Global moderators and admins are exempt from this as their rank is global.
