If it's any help to anyone else.  I 'fixed' this by uninstalling the Android bitcoin wallet, then reinstalled it, and then imported my backup wallet.  Once it synced back up fully I was able to 'spend' my coins again.  I don't know how/why it got into that 'stuck' state.

However, I would still like to know how you could import the encrypted android wallet into *another* wallet application.  Maybe that's not possible, but it would be a nice feature to have.

John, you can indeed import your exported keys into another wallet.  The specifics would be in the wallet program that you want to import into.  Some accept a text file, some only support one format or another.  In principle if you have your private keys, you can eventually get them into any wallet you want, you just may need to do a bit of formatting in order to make that happen.

Sigh. I still find this disgusting, and there still is a chance that they will find this.

I guess it's the cost of doing an 'easy' vote on the internet rather than something more substantial.  People who organize contests with anonymous voting on the internet should basically know that they are either setting up a technology geek to win or a social-media maven to win.  A more serious election would have had people log in with some credentials to prove they were somehow relevant 1time voters.
