As long as there's a contract it's possible to enforce the collection, and if not possible, you can take the collateral. It's pretty the same with your example, banks loan to people with collateral, in your example, that's a mortgage loan, and will just forfeit the collateral when a borrower is unable to pay, that's kinda secured and a typical joe can also do the same thing as like I said, as long as there's a contract.

I think Floyd has not refused to fight Pacquiao, it is just the timing is not yet there. Floyd is retired in boxing and has not fought for almost 2 years and he may need a tune-up fight before he face Pacman. Every time Manny fights, his morale is high and he wants his fans to be entertain and happy as well.
I am not sure whether Floyd has made his retirement official or not. His last fight against Conor netted him more than $300 million and he can expect a similar amount in case he takes on Manny Pacquiao once more. My opinion is that he is still capable of 1-2 fights. If Manny wins against Thurman, then the prospect of a Floyd vs Manny rematch may be too hard to ignore for everyone. That was official, the fight against Conor was more of an exhibition fight only and their only weapon to make that boring fight a success was just the media hype. So are we still gonna buy Mayweather's hype?, Knowing it would still end up a boring fight.

The borrower ask for a loan to bet, so probably that address was from a gambling site. When sending coins using coins.ph to coins.ph transaction, you don't pay anything since it's off chain, it's an internal transaction. If you noticed, try to check again, you will see in some messages in your history which goes like these. "send money to a bitcoin address" and "receive money from internal account" ,these are transactions that can be seen in the blockchain.
