I am a CA final year student and can answer your questions. First of all you are not the service provider even if you buy or sell anything. You are just a seller selling your asset( lets say your car ever heard gst on it?). No matter what the amount of your car is you are not providing any service nor are you making any value addition.

The only person liable to pay GST here would be the japanese exchange. But as they do not lie in the Indian borders they are not taxable too. Moreover what you are doing is import of service and not export of service. The only service provider here is the japanese exchange platform which charge a fee and they would surely be paying an indirect tax to their govt as per laws.

Kolkata: Reserve Bank of India appears to be preparing a policy on cryptocurrency, a virtual money used as medium of exchange in many countries including India but is not legalised here.

Cryptocurrencies like bitcoin use cryptography to secure transactions.

RBI Deputy Governor NS Vishwanathan said that the policy was in the making at an event in Kolkata Friday.

"I can't comment on a policy which is still in the making," he said responding to a query on whether RBI would encourage use of cryptocurrency.

RBI is in fact exploring a possibility of issuing its own fiat cryptocurrency while it is not comfortable with non-fiat or private cryptocurrency like bitcoin.

Last month RBI executive director Sudrashan Sen said that an internal group was exploring the possibility of issuing it while China has banned bitcoin exchanges a leading to sharp drop in cryptocurrency flows worldwide.

India Central Bank ‘In Process’ of Making Bitcoin Regulation, Withholds Details


India has refused to comment on its progress with cryptocurrency regulation, only appearing to confirm that official plans were “in progress.”

Reports by local news outlet Economic Times quote Reserve Bank of India Deputy Governor NS Vishwanathan as making comments to the press at an event in Calcutta today.

“I can’t comment on a policy that is still in the making,” he said.

Draft proposals of a recommendations on how to regulate cryptocurrency in India surfaced in August. These were the result of a government panel specifically tasked with researching the issue in April.

Cryptocurrency investment and trading have ballooned in the country ever since Prime Minister Narendra Modi’s highly contentious cash reforms began in November 2016.

Dash Core CEO Ryan Taylor said earlier this week:

“Measures of economic freedom are strongly correlated with economic success throughout the world. In India, a great deal of friction was introduced with the immediate banning of the vast majority of the country’s circulating currency. In contrast, digital currencies are freely transferred person-to-person anywhere in the world instantly. This can have a dramatic positive impact on an economy suffering from onerous financial restrictions like India.”

Indians have overwhelmingly used cash as the basic means of exchange, and aggressive government plans to make payments digital and link transactions to participants biometrically have received considerable criticism.

Taylor added:

“I doubt digital currency will overtake the rupee anytime soon, but dysfunction certainly creates the right environment to motivate consumers and businesses to seek an alternative like digital currency to address their needs.”
