It is not surprising if Russia’s Bank considers launching Stablecoin. Indeed, even it is IEO, there is no guarantee for the success of a project. IEO is about fundraising and promotion, it is an early stage for a project to develop. We cannot determine the success of a project only from this step. Although a project can be successful in its IEO, there is always a chance to fail later on. However, yeah, good development because until now the team is very responsible for this project. This year, they have new exchanges to list. This coin is also tradable in several exchanges in my country and it has big community members who love this.

This coin has faced its All Time Low in this year (Mar 13, 2020). the price hit around $0.002477 USD only. But now, they are increasing significantly and reaching $0.017802 USD. Actually it is a very good improvement only in several months and can get it back to the good change only in a few months.

I don't think that Bitcoin will reach a new ATH at the end of this year. Even if the price has increased quite well but it seems the increase will stop at a certain amount before ATH. The price itself right now has decreased to $11,101.97. And it may have chance to decrease again or increase. We can see the price today. In this situation, we cannot panic and expect too much to reach the ATH. Just be realized to expect the price of BTC so far.

I also think that it is difficult to reach ATH at the end of this year. The price probably will reach around this amount or maximal $14k.
But once more, this is only my prediction where I am not a good predictor on the bitcoin market.
