Not sure if you got the replies but recently a friend of mine inquired a state bank to set up an ATM for bitcoins .They seem okay with the idea however they're like they need minimum 100 transactions per day to cover up the charges and whatever extra is profit.The business will be only profitable if you a lot of people who use bitcoins for daily transactions.

DO you really need a bitlicense to start a bitcoin exchange ? I was never aware of that ? How do we know a specific website or exchange is a approved of that license ?Does bitcoin organisation issues this licenses?

Don't think there is a need for such complication where he can just use the address and we have bar code scans which even make the process easier.Additionally you will need a hell lot of security measures since false codes can be generated to divert the payments .
Note :

BITCOIN address is an unique address so why you need to give your bitcoin address to generate another address which is just the simpler version of the previous address ? There is a reason why the address is complex,for security reasons.
