Salaries with the national team would always be lower than what the players get from franchise cricket. For example, even in India the top players receive around $2.5 million per year from the IPL franchises, while the national contract is worth only a fraction of that amount. And this is the case with all the cricket boards around the world. And already some of the players are choosing franchise leagues over national duty. Trent Boult of New Zealand is a perfect example. And the ICC can't do much about it.

you are right, West Indies have a lot of talented players. They performed well in the T20 format. Also West Indies have a lot of hard hitting batsmen. But players are more interested in performing in various franchise leagues than performing in the national team. They benefit financially. This is the reason why we are seeing the performance of the West Indies national team deteriorating. But since the team failed to qualify for the last World Cup. So now maybe the West Indies management will be more aware about their squad. Perhaps we will see better performances from the West Indies squad in the future.
West Indies cricket board need to take some crucial steps to revive cricket in West indies. WI failed to qualify for ODI world cup and they are likely to miss upcoming champions trophy as well. England's defeat was not very surprising. First of all they are not in good form, as evident from their performance during the 2023 ODI World Cup. And then they sent a second string team to West Indies. None of the first-choice bowlers (Chris Woakes, Mark Wood, Ollie Robinson.etc) were included in the squad and quite predictably their bowling attack struggled against the West Indian batsmen. Bangladesh might get a taste of Test victory after a long time. Since Bangladesh managed to get out the top four New Zealand batsmen today, if Bangladesh can get out two out of the remaining six batsmen today, then New Zealand will be all out before the first station on the fifth day. However, New Zealand's best batsman Kane Williamson got out for a personal 11 runs today, due to which Bangladesh's chances of victory are very high. Bangladesh looks like they will end up giving up a target close to 350 which is pretty good against the Kiwis as long as they bowl well. If they get Williamson early, the Kiwis are most probably screwed.
The first match should go to the Bongs as long as they do everything right in the 2nd innings.
