You can talk to the known media agencies like cointelegraph and coindesk. But I think they'll require you to have an article which will be posted in their several social media accounts. Their twitter and facebook has a lot of followers, I don't know with instagram since I don't use it. But that's a sure thing of promoting your project as long as it's not a scam. They'll give you an article and they'll post it at the same time with their accounts but the price wouldn't be that low if you're expecting the amount will be below the line.
