These type of rumours always passes on and also most of the peoples buy bitcoins hearing such news. We can't really assume that this is a fake news until it is been declared from any of the official source. Russia is a developing nation which has already shown huge growth in terms of security, finances, etc so expecting something similar from them can be expected by the community.

This might not surely be a news which would be relied upon. Also not only Russia but also most of other countries are not showing good enough growth towards expecting cryptocurrencies into day-to-day transactions. We can always have faith and expect something good coming towards us.

I will be lying if I say that I dispute the possibility of the coin reaching the predicted value, every good project has the tendency of reaching any value they wish to get to in future, it all depends on their commitment and strategy, but what I dispute is the year the OP claim, which is absolutely not feasible, for that project to reach that amount may take over 20 years.

Probably you joined bitcoin at the wrong time, I know there was a point altcoins shut very high in their value and many people that were not greedy cashed some very good money home, but this was still made possible through Bitcoin, it was during bitcoin consolidation that many people started investing in bitcoin, probably that was the time you got some altcoins that yielded good profit.
