Here you can see how I have sent the 6.4 to my new address at 00.30. But the address with 6.4 on it I do not have at Electrum. Do not look right now. Can anyone explain to me?
It's called a "change address". To make it simple, whenever you make a transaction, the remaining funds will be sent to a change address, instead of returning to the originated address.

You can disable this feature by doing the following steps:
Tools > Preferences > Transactions > Remove the tick on "Use change addresses".

I have mostly ruled out:

 - Banning account sales.
Aside from the possible account sales moving to external sites or platforms, is there any other reason behind ruling this out? The main issue is the account sales in the first place, it would be best to allow a single account for each person only (I know it will be hard with the use of similar VPN's and etc... but there are other forums that actually identify each users regardless of them using similar VPN's and etc...). Not sure how hard that is to get implemented, but I think it will be worth the hassle. Also certain users can have their accounts reviewed (by mods) and if their behavior fits within the forum rules, they could create other accounts (for the right reason and not for joining in other signature campaigns), something like only a single account (per person) is allowed to have a paid signature.

1. To attain ranks above Member, you'd have to earn some number of merit points. Merit points would be awarded in a monthly vote on best posts of the previous month, with various measures (TBD) to prevent gaming of the vote. Winning merit points might also come with a BTC prize.
The idea is there but needs more finishing touches and resources (to make it work).

2. Create or designate some sections as "serious discussion" sections, with no signatures. In those sections or maybe in different ones, also have poster restrictions such as Member rank or above only. And/or allow topic-creators to set these restrictions on their topics, similar to selfmod topics.
I fully support this idea.

How about we trial a sub board of bitcoin discussion where posts in there don't count towards activity or post count and signatures aren't displayed at all?
I think this is much needed in Off-topic and Politics & Society sections (not just trial, implement it right away on those sections).

What are the advantages or disadvantages of using one address for all your bitcoin transactions versus using many addresses or new address for each new transaction?
Advantages of using a single address:
1. Good for a known identity or brand (to show current funds)
2. Less complicated (ease of use)

Advantages of using multiple addresses :
1. More privacy (it will be harder for users to track your transactions)
2. More organized (used mostly by exchanges to help them in regards to knowing who is who)

And how do you go about it? Is one way better than the other?
Both have advantages of their own, it depends on what you're after.

there are only 3 pools doing this and they are limited to a certain number of transactions, how many topics do we have now in services with free/paid in their titles?
Little correction: Only ViaBTC has a limit in terms of transaction numbers (the remaining two don't have it, although priority is given to Tx's with higher fees on Antpool and ConfirmTX hasn't been proven if it really works).
There's exactly 19 topics at the moment (up to page 4 only), excluding the other topics that users created for getting help.

I don't know if they are retarded or think others are, but if you are going to pay someone to put your TX in a block, pay that first time in fees.
They definitely think others are retarded and as result, their using this for their own benefit (in other terms scamming users for something that is out there for free).
* There are only few users that have a good intention among them (that ask nothing in return).

Yeah, it can be annoying, but I think that as long as they are limited to one thread per service then they aren't breaking any rules.
The issue is, some of them create multiple threads (either for having more presence or for pretending to be another new service).

The whole "Services" section has turned to be a big mess (lately). None of the normal topics (actual services) gets to stay on top (at most, for few hrs only). A sticky is required in "Services" section (for such cases or rather a guide for everyone to follow, in regards to free accelerators), even though it's better suited in "Technical Support" section. Either that or a dedicated sub-board for these services.

If it's done right, then yes although other things are needed as well. Bitcoin related websites that have a lot of traffic plus advertising using google adsense helps with introducing to a much broader audience.

Assuming this is the case,  I was wondering if you would you be kind enough to consider whipping up one for myself? Didn't even realize I've went this long without posting a little review/feedback in your thread about the outcome of our little encounter.

I got my free avatar very quickly, and I asked for something creepy that had my name on it; which is a tall order when you also have to make it a dynamic image under the forums oppressive (reasonable) restraints. I'm planning on using SFR in the future for thread design, once the forum fixes it's trouble loading images. In the mean time I've been suggesting people come your way for designs of all sorts when it's appropriate. I can't bear to see threads, signatures and avatars that could simply be better. You've got my seal of approval, and my referral whenever someone needs a helping hand in your area of expertise.

I'm pretty sure it's safe to assume that you won't mind if I post it publicly, since it's an avatar and the understanding is that I will be using this publicly whenever I get the chance anyways.
This is what I was delivered, literally within minute to my PMs; normally you get what you pay for, but in this instance it feels like I got a little more.  Wink SFR did really well, in my opinion, given the constraints and criteria thrown upon them by the forum and myself. How about listing everything in a google spreadsheet page (like the way campaign managers do)? You can have everything well organized in it.

You're very welcome. Yes, that's correct. Accelerated transactions doesn't get a confirmation right away, but instead will receive a confirmation, whenever either of these pools mines the next block or the next next blocks that they mine (might take some time, but eventually will receive a confirmation).
