I do not think that "luck" would bring a team to finals. I understand that it could be luck to get you a win or two, but to finals is not something you could do with luck, it has to be just talent or nothing else. Inter managed to face with teams that were easier than what City had to face against, that is a true reality and I do agree with that but in the end the teams Inter faced against were teams that were that high on UCL as well so they shouldn't be considered nobodies neither, they were totally good teams.

Arsenal needed to be consistent at all times while competing for the Premier League title, which they lost to Manchester City. Having an understanding of how Dortmund needs to be a lot more "calm" when it comes down to the last games would be the key thing to work on and it is not going to be easy.
