I agree that organizing the premine in smart contracts is the way to go in order to prevent it from being dumped into the market and to rather accelerate growth and development of the platform.
What you need is transparency about the premine usage of which organizing the funds in a smart contract is a good start.
I would setup the contract in such a way that each month it automatically pays out a tiny % of the total premine to a multisig address that is in control by a committee of people consisting of you, the developer, and several community representatives.
The further usage of the paid out funds therefore would be up to decision by a consensus of you and the community.
This way you create Elementrum for longevity and remove doubts among the community and outsiders that it might be just another pump and dump scheme.
