Back in the days, I used the following faucet rotator (it's free) and it works (All of the faucets load normally although it has less functions than what you were looking for). It's also fairly easy to edit the links for faucets to rotate.

Unfortunately the network is cluttered with a lot of unconfirmed transactions at the moment (81k from the time of writing this post) and as result, even transactions with normal fees tend to receive confirmations a bit late than usual.

The only way for you to get rid of this issue for future transactions, is to use a fee higher than usual or better look at this website and use the appropriate fee: http://bitcoinfees.21.co/#fees
Posting your transaction link could also help in identifying the issue (which most likely is a lower fee than recommended).

Most likely it will get confirmed (although will take a while).

There is a lot of scammy, and potentially illegal, services being offered here and very little response from the moderators or the community to call this out.  I am really surprised there are not rules about what kinds of things can be posted and that stuff that is obvious scams continue to be offered with no reprisal.
Although scams aren't moderated by forum moderators and admins, the community (DT1 and DT2 members) do everything they could in order to notify others by leaving appropriate ratings.

I am not saying the sig campaigns are scams themselves, but it is hard to find more than a handful of posts here that are not "make money doing nothing" kinds of things.  The fact that we have hundreds of those going on leads to just a flood of posts that have almost no value to the forum, just so people can up their post count on their campaign.
Since on your 1st post, you mentioned "this subforum" then Services sections would always contain such threads and posts. For quality posts and discussions, you should look at other boards although I agree with the fact that the quality has been lower than what it used to be in the earlier years.

It used to be a place for people offering actual services - programming, web development, consulting, legal services.  Now that is gone almost entirely and what little there is gets buried in a flood of "get rich quick" schemes. 
It's still the same place but as you said, it gets buried quite soon (few hours on page 1, then those threads go down to page 2 and so on). Services section should have it's on different sections (it's very disorganized).

I think you're mixing posts made by bots to those made by humans.

That is what I think is the problem though, the idea that because scams happen and people fall for them then we should just let them post here and search for new rubes.  And furthermore that there is not even a sticky post with rules like "Straight up ponzi schemes are not allowed".
There used to be a warning on top of "Investor-based games section" about warning everyone in general but I can't see it anymore. Regardless of it, people should do their own work into identifying things and learn to not get involved (although were talking about people and in general majority always fall for such things).

Those links would give you the general idea about hardware's but nowadays only "ASIC Mining" is being used (although it's not profitable for everyone, due to electricity rates).

Because you used a fee that's way less than recommended (only 40 satoshis byte) and the recommended fee at the moment is 180 satoshis/byte.

Can you post your BTCitcoin address so we could give an accurate answer? My guess is, a lot of inputs are used for that transaction and as result you've ended up with large transaction fee (than usual). Size of the transaction matters and most likely that's the case for you (even though the amount isn't that big).

On a side note: The fee isn't 0.015 but rather 0.006BTC since you own 0.021BTC.

You should spend more time in the community, get more trades under your belt, be helpful and everything will happen naturally. Ask this from yourself: Are you going to trust your money to someone on the internet with same attributes that you have at the moment (in this community)? If the answer is "NO" then simply forget about becoming an escrow provider.

i have never been an escrow before so will anyone explain this to me and tell me how can get my first escrow deal? (is thats what its called xD)
By being trusted enough in the community, so people would trust their funds with you.

We know that some trusted escrow is in the high rank like senior, hero and legendary so by starting escrow you must in that rank to get more clients and trust by the clients.
I also think that Sr. Memeber status is not as good for escrow as Hero or Legendary member's.
Just because someone is a high rank member of the community, doesn't mean they should be trusted to be an escrow.

Yes, have used it and didn't like it. There's mix feelings towards their services since some had good experience, others (including me) had bad experience for using it. If you search the topics created about complaints, you'll get a better picture of the issues (blocking someones account, freezing funds and similar things). In short I wouldn't recommend it.

No, there isn't unless you want to end up receiving punishments (temporary or permanent bans depending on the extent) due to trying to get rid of the limits by posting a lot in quick successions.

How many addresses you've got on that wallet? Perhaps you freeze the address that you have money in and you're trying to use another address that doesn't have anything in it (it won't allow you to send anything).

Never got similar issue while using electrum but you could also try to boot your windows in a "safe mode" and try it as well (might help).

For a short term, the answer is a big "NO" but for a long term, you might see profits after some time. It's getting harder and harder to make profits in a honest way from a faucet owner's perspective so don't expect good results nowadays.

What initial investment is needed?
It depends on how the rewards going to be, the time interval between claims and up to what extent you'll be limiting the claims in a certain time.

I'm not sure if there are plugins that can turn wordpress in to a faucet,

When I tried to send, it said i needed password. and that was just a test wallet. so now i have lost $1000 because there is no such thing as bitcoin support. great....
Kindly correct me if I'm wrong: You forwarded $1000 worth of BTCitcoins to an electrum wallet (testing purposes) and you wanted to send it back to another address so you could use it but it asked for a password that you don't have (or rather forgot to remember?) If that's the case, then Lets hope that you still got the seed that was used on creating that wallet (test wallet). If you still have it, you could recover everything by restoring the wallet using that seed and just choose a new password this time (something that you could remember).

so how are people insured if someone types the wrong address, adds a zero, or forget their private key. Why did satoshi not think of this?
If the issue is a wrong valid address that someone else has, your best chance is for that person to have some humanity in it and return it to you. If you've added a 0 by mistake (not sure about this) and lastly, if you forgot the private key (without doing your own work into securing it), then it's gone.
All these errors fall under a human error (your error to be exact) so nobody should be blamed expect you.

Since trust (in codes used for those) would be the main issue, making everything public (opensource) is one way but someone might also try to steal one of the features (in case there's something new that isn't on other wallets with block explorers). You could try to look for a known and trusted coder to check every single code and let them give their valued feedback so it could help in possible selling of those.

If you're going to offer something that is already out there (even in another form), chances of you selling it is quite slim.
