Yes it is not happening in every country. It has happened and is still happening in some of the Middle Eastern countries and in countries like India and Pakistan and maybe China. The rest of the countries for example in Europe and in America are harnessing this industry to make money. They have built great businesses around this concept and give taxes to the governments. Not all countries do have the same perspective and views towards gambling and some of them would definitely consider it out due to tax reasons.
