Dogecoin initially was a very strong and promising crypto...however due to Criptsy exchange collapse a lot of investors lost their dogecoins...so such thing eventually it affected in a very negatively way to the image of DOGE

At the moment we come to the situation, then in some days we have more than 10 ICO launching (for example, you can check on icoalert.com site)
Some guys are doing ICO without any products or even without smart contract...It's pitty that some goods ICOs lost somewhere

The main reason right now I would say is regulation  unpredictable moves from regulators accross the world. Then this question will be set (expect - 2-3 years) definitely volatility in price will be less
