Я думаю, что регуляторы нужны для пресечения мошеннических действий, которые отпугивают потенциальных инвесторов и из-за этого рынок не пополняется новыми деньгами и не развивается

Это еще один способ зарабатывания денег и ничего удивительного в этом нет. Если будет создан хороший проект и инвесторы будут вкладывать в него деньги, то прибыль будет в любом случае.
