Phil, Here's a rough model of your frame, which has room for one ATX PSU. The fans represent the radiators. The fans/radiators could also be mounted horizontally.

As for the d1800 ddr3 is good not ddr4 Storx if you want to mail it to me in NJ I could try it out I owe 1 board with ram and cpu to one person -------- please pm me I will ship with an upgrade as I delayed you I have to replace a doa board 1 + I have a buyer for 5 so 6 to the same guy please pm me the other 3 I am keeping I have 50 hours work to do in the next 24 not going to do it all. I have been looking for a rack to mount my GPUs/setup for a few weeks now. Is it possible to mount the ASUS B250 Motherboard on there with a EVGA 1k PSU and potentially adding another 850w PSU in the future with 5-6 cards?

That is a slick case for the Onda B250. In my GPU farm, we initially wanted to do a simple frame/case/chassis design like Genesis Mining but eventually adopted the open cage / open air approach to ensure best ventilation and easy maintenance, by just hanging GPUs with an S hook and zip tie to keep them in place -- all vents and blower pointed upwards. My best observation is that ... if you are looking at 10, even up to 20, 30 rigs -- you might as rack them up, and have a controlled environment and use the casing/chassis and fans to redirect heat to create a hot air zone. From there use some form of a shroud/canvass to easily move air using blower fans (yunn6666 took this effective approach). For my case, my group's long term plans in excess of 100 rigs (maybe 200 rigs if my 2018 cost analysis is approved by the group) and the open cage strategy was the simplest, fast-to-deploy and cost effective. All we had to do is have a cooling system for the entire warehouse. With Cryotonight and Equihash mining currently, we have successfully maintained the 32-33c overall temps for the farms. Im not sure if its possible with the dimensions of your material, but if it can be done.... Ill be interested.... or else im just going to gut an AT era case and fit my board into that =)
If the PSU is mounted behind/front of the GPUs, then yes, it would fit in a rack. But, then you would want a fully enclosed case? I am outfitting 26x36" rack mount shipping cases with miners.... for portability... Ill be putting the major air moving fan on the case door itself; and the opposite side of the case will have a washable filter installed... so mounting them in the case like that would be most ideal. I have a LOT of depth in the case, so mounting the PSU behind the MG/GPU's wouldn't be a bad thing. I probably wont be adding any extra paneling to the frame... the frame just makes it easy to secure to the shipping case if I add ears =) I want it to be relatively weatherproof, rugged, etc.... I have some serious plans for these things.... You have to be mobile and compact to use the [almost] free power scenario I am using.... I pay per foot at locations and get an included 20-30A 220V line..... Keeping the unti all packed away in cases, makes heat management easy to do, makes them mobile, and also helps you mediate the noise a mining operation produces, as I want to attract as little attention as possible. Not bad. With the GPU's being so close on this type of Motherboard, I think you should have an option to mount fans behind the cards to push fresh air on them and not block the exhaust on the GPU's.
You will have the option to mount the fan beam at either end of the motherboard along with getting another fan support beam for push/pull cooling. The FS thread for an open-air frame is now up.
