when initially running the wallet after the verifying proving key window i get an error

Yes, in the location: C:\Users\Your_Windows_User_Name\AppData\Roaming
Where you created directory(new folder):
zdash
You should've created a text file and named it:
zdash.conf
You need to save this text file as "all files" which will turn your text file into a config file
