The government of South Korea and local financial authorities are planning to pass the country’s first crypto and blockchain legislation as early as possible, to legitimize and strictly oversee the local cryptocurrency industry.

The newly drafted regulatory framework which covers a wide range of businesses and ventures from blockchain projects to crypto exchanges, is expected to fuel the development and deployment of decentralized applications (dApps), and facilitate the rapid growth of cryptocurrency exchanges in the local market.

Crypto Exchanges are Not Prepared in Terms of Security

Hong Seong-ki, the head of virtual currency response team at the country’s main financial agency Financial Services Commission (FSC), said in an interview with Bloomberg that cryptocurrency exchanges  in South Korea are not ready to store and manage billions of dollars in crypto assets such as bitcoin and ether, due to their substandard security measures.

In June alone, two major South Korean crypto exchanges Bithumb and Coinrail were hacked, each losing more than $40 million in user funds. Fortunately, both trading platforms had enough capital to cover the amount stolen by hackers whose identities still remain unknown. But, the two security breaches were sufficient to convince local financial regulators that a regulatory framework to protect investors is in desperate need to protect investors.

“While crypto markets have seen rapid growth, such trading platforms don’t seem to be well-enough prepared in terms of security. We’re trying to legislate the most urgent and important things first, aiming for money-laundering prevention and investor protection. The bill should be passed as soon as possible,” said Hong.

Throughout the past two years, the government of South Korea has contemplated the potential outcome of regulating cryptocurrency businesses and the blockchain sector, and refused to pass a proper policy to regulate the cryptocurrency market because it feared that investors in South Korea would consider it as an act of endorsement and acknowledgement of cryptocurrencies.

Hong emphasized in his interview that the bill itself is not targeted at growing crypto exchanges and digital asset trading in general, but protecting investors and implementing robust internal management systems to prevent large-scale hacking attacks.

66  Bitcoin / Press / [2018-07-25] SEC Delays Ruling on Five Bitcoin ETF Applications on: July 25, 2018, 05:44:14 AM
The Securities and Exchange Commission (SEC) has announced in a statement that it will delay its ruling on whether or not to give approval to a rule change relating to five bitcoin ETF applications filed by fund provider Direxion.

The ETFs in question are Direxion Daily Bitcoin Bear 1X Shares, Direxion Daily Bitcoin 1.25X Bull Shares, Direxion Daily Bitcoin 1.5X Bull Shares, Direxion Daily Bitcoin 2X Bull Shares, and Direxion Daily Bitcoin 2X Bear Shares.

SEC Puts the Brakes on Direxion’s Bitcoin ETF Aspirations

According to the SEC press release, on Jan. 4, 2018, NYSE Arca, Inc. submitted a filing for a proposed rule change which would permit the listing and trading of shares of the ETFs under the NYSE Arca Rule 8.200-E.

In response to this, the SEC indicated that it would need more time to study and analyze the proposed changes to make sure that they are in line with its standards.

Signed by Assistant Secretary Eduardo A. Aleman on behalf of the SEC Division of Trading and Markets, the statement specifically mentions that the SEC had concerns about whether the changes would be in line with Section 6(b)(5) of the SEC Act.

This section states, amongst other things, that the rules of a national securities exchange must be designed to “prevent fraudulent and manipulative acts and practices, to promote just and equitable principles of trade, and to protect investors and the public interest.”

An asset management firm from Hong Kong is preparing to launch a cryptocurrency custody service. The Fusang Vault, as the service will be called, is the brainchild of the Fusang Investment Office.

Fusang Vault Will Provide Custody Services for High Net-Worth Individuals

The Fusang Vault is expected to be launched in the fourth quarter of 2018. The CEO of Fusang Investment Office, Henry Chong, told the South China Morning Post of the importance of third party custodian services for cryptocurrencies.

According to the executive, such firms should be able to store assets for clients, as well as to provide auditing services. Chong told the publication:

Quote
“Digital assets are akin to bearer bonds, whereby whoever that is holding the security is presumed to be the owner and there is no registration of ownership information of the security. Hence, the way we keep digital asset secured is of paramount importance.”

Fusang Investment Office is an asset management company that largely focuses on Asian private family offices. According to its website, the firm is regulated by the Monetary Authority of Singapore (MAS) and licensed by the Securities and Futures Commission (SFC) of Hong Kong.

71  Bitcoin / Press / [2018-07-23] Bitcoin Price Hits $7700 as Other Coins Remain Relatively Sluggish on: July 23, 2018, 09:22:01 AM
The Bitcoin price rose by nearly 5% overnight on Sunday to touch the $7700 level after having had a relatively quiet Sunday trading between the $7400 and $7500 mark. This unexplained boost could probably be due to more investors taking their money out of other crypto currencies and sliding them into the top cryptocurrency.

At 9 am CEST on Bitfinex, the Bitcoin price was trading at around $7660 – a rise of 4%. Other coins were still relatively at low levels however with Ethereum trading at around $466 – a mere 1% increase whilst Ripple and Litecoin remained relatively stable in the $0.46 and $86 levels respectively.

According to analysts, it could mean that a bullish forecast is on the way for bitcoin price. A sell-off could trigger the opposite direction although the considerable increase in volume which almost touched the $1 billion mark across all exchanges, could see that scenario dissipate quite quickly.

However, if the current momentum continues, one should expect the 55-period-EMA to cross the short-term averages once more, creating another potential bullish setup as it edges closer toward its next psychological target of $8,000. If that target is breached then the price could go all the way to the $10,000 level in a very short space of time and potentially drag other coins with it.

Currencies which had seen consistent gains over the past week also performed well over the weekend and on Monday. Stellar Lumens rose by around 8% on Sunday and by a further 4% on Monday to trade at over the $0.30 level whilst Cardano also rose by around 7% to reach the $0.18 mark. NEO was still slightly sluggish and only posted a minimal 1% increase over the previous 24 hours to settle at around $34. Litecoin was also up by around 3% to settle at the $85 level with a push for the $90 level not untoward if the current levels of turnover persist.

Ethereum Classic was sluggish with a 2% rise to settle at the $16.60 level whilst VEN and ONT remained relatively stable in the $1.83 and $3.23. There was little movement in other coins with smaller market caps with IOTA up 2% to the $1 level again whilst ICX registered a similar 2% rise to the $1.39 level.

72  Bitcoin / Press / [2018-07-22] Costa Rican Workers Can Be Legally Paid in Cryptocurrency on: July 22, 2018, 07:05:48 PM
Employees in Costa Rica can receive part of their salary in cryptocurrency and that wouldn’t be against the law. Certain provisions in the national legislation allow companies to pay their workers not only with fiat money but also with goods, and some legal experts believe cryptos can fit in this category. Besides, Costa Rican laws provide for the use of commonly accepted assets as means of payment.

Cryptos in Costa Rica Can Be Goods, Assets, Quasi-Money

Workers in Costa Rica may soon start receiving a portion of their salary in cryptocurrency, local media reported. As far as Costa Rican law is concerned, there is no reason this cannot happen. The country’s legislation allows employers to partly remunerate their staff with goods that are not currency, as long as the legal minimum wage is paid in money. It also develops the concept of “quasi-money”, or any asset that can be used as a means of payment and has been widely accepted as such in the society.

“This is a trend that could take hold in the country,” said Rolando Perlaza who is working at Nassar Abogados, a prominent law firm in Central America. “This type of payment would in no way replace traditional or liquid cash. It would rather become an incentive for the workers, who could decide if they accept these currencies as payment for their services,” the expert elaborated, quoted by the Costa Rican News. He also emphasized that in any case employees are protected by article 166 of the country’s Labor Code.

The publication notes that in October last year, the Central Bank of Costa Rica (CBCR) issued a directive which established that cryptocurrencies are outside the national banking system. The document also indicated that carrying out any type of commercial transactions with digital coins is a “limited option” in the country. Along with that, the central bank warned that those who use cryptocurrencies assume the associated financial risks.

The chives growing in one crypto tycoon's California mansion carry a hidden message.

Guo Hongcai, a beef salesman turned early bitcoin adopter from China's Shanxi province, is one of many freshly minted millionaires funneling parts of their wealth out of the country by purchasing real estate abroad.

In April, Hongcai sold 500 bitcoin in the U.S. then used that money to buy a 100,000-square-foot mansion in Los Gatos, a 90-minute drive from San Francisco, California. His Rolls-Royce, also purchased with the fruits of bitcoin arbitrage, sits in the driveway close to a small chives garden.

"It's very normal to sell bitcoin in the U.S. After selling bitcoin, you can just buy anything you want," he told CoinDesk.

Guo calls this secondary residence his "Mansion of Chives," because the vegetable is also Chinese slang for crypto investors who prove vulnerable to big sell-offs.

As Chinese regulators clamp down on industry business on the mainland, crypto millionaires are turning to foreign real estate markets to diversify their holdings. Some purchase property directly with crypto, others like Hongcai use bitcoin to gain foreign currencies without going through a bank.

The founders of one U.S. crypto real estate startup, who spoke on condition of anonymity, told CoinDesk roughly one-third of their prospective users hail from Asia, figures which include Chinese investors seeking tokenized property rights through Hong Kong securities brokers.

According to the South China Morning Post, real estate purchased in Hong Kong doesn't require the same taxes and documentation as other financial assets held abroad. Chinese investment in foreign real estate, often through Hong Kong brokers, has been rising for years. Now early bitcoin adopters are utilizing new wealth for familiar patterns.

"The requests we have from them start at $50,000 or $100,000 up to, the latest one was $3 to $4 million for Silicon Valley," Natalia Karayaneva, CEO of Propy, another crypto-powered real estate marketplace, told CoinDesk.

She added:

Quote
"We're seeing that more and more people are willing to buy properties with cryptocurrencies because it's getting easier to get their money out of the country using bitcoin, rather than establishing a bank account based in Hong Kong and getting their money out of the country using business channels."

75  Bitcoin / Press / [2018-07-21] The Jigsaw Ransomware Has Been Revived to Steal Bitcoin from Unsusp on: July 21, 2018, 06:40:48 AM
The Jigsaw malware is back and it is ready to steal Bitcoin from consumers once again.

Jigsaw is Back to Scare Bitcoin Users

ZDNet recently reported that the “Jigsaw” ransomware has recently been revised by hackers to steal Bitcoin from unsuspecting users through a “simple-but-effective trick.”

According to the technology news source, Jigsaw first appeared in the cryptocurrency scene in April 2016 as a form of ransomware, holding the files and information of users hostage until a ransom of Bitcoin was paid. The reason why it is named Jigsaw is due to the fact that the piece of code displayed the likeness of the Saw horror film villain.

However, with this most recent revision, the ransomware has been re-purposed to steal Bitcoin in a fairly innovative and non-intrusive manner, modifying the addresses inputted by a user. Once the piece of malware alters an address, the Bitcoin payment will then be redirected to the hacker’s wallet, resulting in lost crypto for the victim.

Jigsaw, or “BitcoinStealer,” as it is known by references in the code of the program, accomplishes this by altering Bitcoin addresses in someone’s clipboard, or the area where copied pieces of text lie.

However, the ingenuity of the program does not stop there, as BitcoinStealer is able to the intended address of the payment to one that looks very similar, using a program such as VanityGen to trick the user into thinking the hacker’s address and the original address are one and the same.

This ingenuity has proven to be rather successful, with researchers from Fortinet, who first broke the news about Jigsaw, saying that cyber attacks utilizing this method have garnered over 8.4 Bitcoin, or approximately $61,000 at current market prices. Fortinet also discovered that there were many similar projects for “modifying cryptocurrency addresses”  being advertised on dark web forum sites, presumably by hackers enlisting the same method of attack.

South Korea’s primary financial regulator will establish a new policy-making body centered on nurturing Korea’s fintech industry with a specific focus on cryptocurrency and blockchain technology.

The Financial Services Commission (FSC) is set to establish a new policymaking body dubbed the Financial Innovation Bureau to proactively help the fintech industry while formulating policies for the cryptocurrency sector, the Korea Times reports.

The decision to establish the new body was taken during a cabinet meeting between the FSC and the Ministry of the Interior and Safety this week amid an organizational reshuffle to better safeguard investors while nurturing financial innovation bought on by new technologies like blockchain and cryptocurrency.

An FSC official told the publication:

With Tuesday's dramatic $600 bitcoin rally came a sharp rise in trading volume, more specifically a 100 percent increase from its 7-month volume low set just four days ago.

As of Monday, bitcoin's 24-hour trading volume had fallen to $2.92 billion, a level last seen on November 7. However, as price volatility tends to follow dramatic volume lows, bitcoin's breakout yesterday was no exception to the rule: 24-hour trading volume reached $5.9 billion.

All in all, this marked a 103.7 percent increase from the 36-week low set this past Saturday.

On some exchanges, volumes even set records.

A popular high-leverage trading cryptocurrency exchange, Bitmex, experienced its highest bitcoin trading volume in an 8-hour window ever during the price surge yesterday. As seen in the chart below, the value recorded was north of $2.4 billion.

Further, this week's bitcoin trading volume is already well on its way to surpassing that of the prior week.

Since Monday, the cryptocurrency's trading volume is already above 115,000 BTC units, surpassing 90 percent of the total volume recorded in the prior full week, according to data from the Bitfinex exchange.

Breaking the long-term trend of declining volume could prove crucial for the bitcoin bulls if they wish to regain long term composure, and this week's action is a step in the right direction.
