Hi, I purchased some CSNO tokens, but since I am newbie at ETH I didn't know I need 0.01ETH to send it to the exchange.
Anyway - exchanging btc to ETH, and sending it to my wallet would cost another 0.01ETH, so I assume it is better to ask for a small loan.
Will repay this with 15% fee today.

That's why it is good if all exchange websites are run under supervision against user accounts fraud.
Obviously it is too easy for site owners to scam their own customers.

I spoke to someone that has more than the required amount, but he won't come without armed security. You will have to pay for their travel as well.
And price has to be +5%. And my commission will be 2% (10BTC). It's a privilege to be able to buy so much bitcoin at once without being scammed.
So to summarize - 6 airplane tickets, 500BTC @ +5% preev (on the spot) and 2% - 40000$ for me (after coins are transferred and money have been exchanged).
Also - they want direct bank deposit to a bank account in Spain. Everything could be finalized in the bank office, including the transfer of bitcoins to your wallet:

- All parties go to the bank to deposit cash;
- After bank employees check the notes and deposit the amount - transfer of bitcoins in the branch of the bank;
- Payment of comission - cash.
 
Let me know if I should proceed further with arranging this deal.

Just FYI it's going to take some time to organize this in a safe manner for all parties.

If by wallet you mean address, then yes, partially. Technically all addresses that can every exist already exist; there is no need to register that you own an address or anything of that sort. To the Bitcoin network and blockchain, your address is just a hash in the output script of a transaction and that that hash must match the hash of the public key or redeemscript that you provide when spending from the output. So technically, addresses don't matter and are pretty much irrelevant to the blockchain.

You can check to see if an address was previously used by scanning the entire blockchain for transactions which have the same output that the address specifies. However you cannot know whether someone has already created an address but never used it. You also don't know when an address was created because it could be created long before it is actually first used.

Sorry for the dumb question but I am writing a software and I am wondering if there is a way in C# or Java to check if a wallet exists in the Network already, or the date of creation of a wallet?
