It depends on how you send the payment whether notes really public or not. I was using Blockchain.info api for a project and notes were showing, but now they are not. The notes were only visible on blockchain.info website and NOT on the blockchain itself.

The fee is higher if the transaction size is bigger than normal, which is usually the case with lots of small transactions in your wallet.
My recommended fee from Blockchain.info is 0.00014 which I bump up to 0.00018 for regular payments and 0.0002 - 0.000222 (no more, because it doesn't seem to matter) for priority payments. This is very reasonable and gets confirmed under 20 minutes almost always.
I really don't see a need to send a payment for less than 0.001 BTC.

For my online wallets, I import new addresses so I have copies of the Private Keys saved. That way if the wallet provider goes down, I can import the keys into another wallet. The only problem is if the online wallet service is compromised and they sweep all the private keys. Then you're screwed. But that's the reason I only keep a small amount of BTC in online wallets.

It's true, Bitcoin transactions with a 0.0002 fee are confirmed very quickly. And even credit card payments can be reversed many days later. So even though the transaction is unconfirmed, it's still received "instantly".

You can usually open the image up in Gimp or Photoshop and adjust the Image Levels. Normal photos will have even looking pixelated areas, and pasted layers will stand out in Manipulated images.
