I received a flurry of very low value payments last week. Looks like he has lowered the payout threshold again.

Is this the same deal that TC was escrowing or were you using a different escrow? If he stopped replying after escrow was setup on two different deals then he is trying to do something he probably shouldn't be doing Yes, this same deal that was escrowing TC.
